October 7, 2010 - Kretek International, Inc., (kretek - crackling sound of burning cloves) leading importer and marketer of specialty tobacco products announced the national rollout of a new line of CIG2O (sig-two-oh) e-cigarette products. Ontario, Canada - legislator introducies bill to make it illegal for anyone under 19 to smoke cigarettes..




October 7, 2010 - An Ontario Tory (Progressive Conservative Party of Ontario) MPP (member of provincial parliament) introduced a private member's bill in Queens Park in Toronto (Legislative Assembly of Ontario) Wednesday, October 6th that would make it illegal for anyone under the age of 19 to smoke cigarettes. Under existing laws, it's illegal to sell cigarette to children and teens, but strictly speaking, it's not against the law for youths to smoke or possess them.

Conservative Gerry Martiniuk introduced a private member's bill in the legislature that will ban teens from possessing, consuming or attempting to purchase tobacco. (In Canada, a private member's bill is a bill introduced in the House of Commons by a member of parliament who is not a cabinet minister. A private member's bill follows the same legislative process as a government bill, but the time allocated for its consideration is restricted. Very few private member's bills become law. Martiniuk said current rules don't go far enough to stamp out the practice. Although the teen smoking rate is at an all-time low nationally, the figure is creeping higher in Ontario, Martiniuk said, because the availability of contraband cigarettes makes it easy for teens to find cigarettes. "The youth smoking rate in Ontario is now growing because of easy access to cheap, illegal cigarettes," he said. But even Martiniuk admitted the best course of action would be to lower taxes to eliminate illegal cigarettes.

"We want to ensure that they don't start to smoke in the first place, and we do not want to criminalize the young people. That is definitely not our intent," said Best. "We want adults to take responsibility for ensuring that children are armed with the knowledge of how dangerous it is for them to smoke."

Private member's bills rarely become law in Ontario. The smoking ban seems unlikely to survive past a second reading since the ruling Liberal government has already signalled it will not support the legislation.

October 7, 2010 - Back on June 16, 2000 we reported Philip Morris International Inc. (PMI) planned to appeal a Colombian regulator's decision to deny its $452 million bid to acquire privately owned cigarette maker Productora Tabacalera de Colombia, or Protabaco.

Yesterday, June 6th PMI announced that the Superintendent of Industry and Trade of Colombia has issued its final decision pertaining to PMI's previously announced intention to acquire Productora Tabacalera de Colombia, Protabaco Ltda. in July of 2009. Approval to proceed with the acquisition has been granted subject to several significant conditions and constraints.

PMI will now thoroughly review those conditions and determine whether or not the strategic rationale and financial attractiveness of the originally envisaged transaction can still be safeguarded in the best interest of its shareholders.

PMI anticipates that it will be in a position to make a final determination on whether or not to proceed within the next three months.

Australia - butts bigger problem since smokers forced outdoors..

October 7, 2010 - A new survey has given Australia another reason to malign smokers - they are to blame for most of Australia's litter. Keep Australia Beautiful observes eight sites in each state twice a year, passing on the cigarette butt count to 'Butt Free Australia'.

The national survey, which has been running for five years, found the most litter per 1000 square metres in Tasmania, and the least in Victoria. 56 butts 1,000 square metres was measured in Tasmania, the highest in the country and well above the national average of 32 butts. The national average was 66 items of litter per 1000 square metres or 7.55 litres in volume.

Keep Australia Beautiful chairman Don Chambers credited Victoria's approach, which allows motorists who witness littering from cars to report it, with its low litter rate. "There is a group of people who will always litter unless they know they will be fined," he said. "They are not interested in the environmental issues, they are not embarrassed by dropping rubbish."

Cigarette butts were clearly the most common kind of litter counted, with 32 butts per 1000 square metres in the 2009/2010 survey, up from 30 butts in the previous count.

NSW is now the most littered state according to the National Litter Index, compiled by Keep Australia Beautiful. An average of 75 items of litter for every 1000 sq m were found in NSW in 2009-10.

Study - many benefits including improvement in your sex life when you quit tobacco..

October 6, 2010 - Giving up smoking can dramatically improve flagging sex lives, according to a study conducted by a Hong Kong university.

The University of Hong Kong study found 53.8 percent of smokers being treated for impotence said that their problems eased within six months of stubbing out their nicotine habits. That figure compared to just 28.1 percent of men treated for erectile dysfunction who continued smoking, meaning quitters have a 91.5 percent greater chance of a better sex life. More than 700 men suffering from erectile dysfunction aged 30 to 50 took part in the three-year study by the university's School of Public Health and Nursing.

Sophia Chan, a professor who helped conduct the survey, said erectile dysfunction was "very prevalent" in China and Asia and added that programmes to help smokers quit should be extended across the region. Her colleague Lam Tai-hing said: "Smokers should be aware of such adverse effects from their smoking and should quit now to prevent erectile dysfunction and other diseases caused by smoking.

"In fact, erectile dysfunction patients who smoke can expect some quick benefits after quitting smoking."

South Africa - Famous Smoking Chimpanzee Dies At 52..

October 6, 2010 - Charlie the chimp, known for his cigarette habit, has died at his home in a South African Zoo. (Chimpanzees rarely live past the age of 40 in the wild, but have been known to reach the age of more than 60 in captivity.)

After picking up a smoking habit because of cigarettes being thrown into his enclosure at the Mangaung Zoo in Bloemfontein, South Africa, Charlie began to bum smokes from zoo visitors by gesturing to his mouth with two fingers, mimicking the actions of smokers he'd watched. (See photos of the world's most endangered primates)

Visitors continued to indulge the chimp, bringing on a hailstorm of accusations from animal rights activists when videos surfaced online not long after, prompting Bloemfontein zoo officials to try to cut Charlie's nicotine supply off entirely.

Zoo officials claim that smoking was not a factor in the Charlie's death, who at 52, lived ten years beyond the normal life expectancy of the average chimpanzee.

Star Scientific - U.S. patent Patent and Trademark Office To Consider Reopening Patent Examination..


October 5, 2010 - Star Scientific Inc. said the U.S. government would consider reopening an examination of two of the company's patents. (US Patent & Trademark Office revoked/ “vacated” its prior notice to terminate Star Scientific's patent, pertinent in their dispute with RJ Reynolds Tobacco Company.)

In May, the U.S. Patent and Trademark Office, or PTO, ended its re-examination of the two patents, saying Star Scientific as the patent owner failed to follow procedure. At the time, Star said it would seek to reopen the examination process.

R.J. Reynolds Tobacco, a unit of Reynolds American Inc. (RAI), requested the re-examination of two patents in January 2009. The companies have been battling in federal court over Star's patents for a method of curing tobacco that reduces some toxins in the end product.

Monday, October 4th Star said its lawyer received a letter from the patent office that vacates the office's May notice it would be ending the re-examination. Star Chairman Paul L. Perito said the company was working on a response that the company believes will reopen the examination.


"We also continue to believe that once the U.S. Patent and Trademark Office (PTO) has had the opportunity to review all issues relevant to the proceedings, we will prevail on the merits," he said.

RJR couldn't be immediately reached for comment.

Rosales, who admitted to be a former chain smoker who kicked the habit in 1994, said the companies' refusal to follow the rules “was a rights violation.” “The companies who do not implement the Administrative Order (AO) should be charged,” she said in a press briefing on Monday.

She noted that the health department has put the law in place to protect the lives and health of the public. CHR Commissioner Cecilia Quisumbing said the companies who have been fighting the law were guilty of “impunity.” The CHR chief issued the call for companies to follow the law after a support group of laryngeal cancer survivors appealed to her to pressure tobacco firms after two companies managed to secure an injunction against the order.

“Every day, 250 Filipinos die of smoking-related illness. But tobacco companies have not just refused to comply with the AO, they've also filed cases left and right against the Department of Health,” Emer Rojas, president of New Vois Association of the Philippines (NVAP) said. “I have laryngeal cancer, a form of cancer that is 99% caused by smoking. The lying must stop so others will not have to go through the suffering and pain that we, victims of cigarettes – and our families – went through,” he added.

Recently, Fortune Tobacco, which is owned by tycoon Lucio Tan, and Mighty J, has asked the court to invalidate the Administrative Order (AO). The court granted their requests, prompting the Department of Health to contest the injunction orders.

The NVAP noted that placing pictures of ailments caused by smoking would discourage people, especially minors, from taking up the habit. It noted that the AO was consistent with the health department's mandate to protect the public's health.

October 5, 2010 - The ban on sale of small cigarette packs, clamped through a Statutory Regulatory Order (SRO), which takes effect on October 1, 2010, is being seen as a major stride forward in dissuading youth from tobacco use. If implemented in letter and spirit by manufacturers and retailers, the measure will prove significant in arresting the growing trend of smoking among youth.


For a country in turmoil - these public health minded people deserve a lot of credit in pushing ahead with tobacco control reforms..

Talking to ‘The News’, Director General Tobacco Control Yusuf Khan explained that the new SRO comprises two parts; the first deals with cigarette manufacturers and importers while the second is aimed at cigarette sellers or retailers.

According to the first part of SRO-863, all cigarette packs being manufactured by cigarette companies in Pakistan will be sold in packets of 20 cigarettes with effect from October 1, 2011. The sale of small packets containing 10, 5 or even three cigarettes will be illegal after this date, he said. “This is because it is much more affordable for youth and persons belonging to the poorer segments of the society to buy smaller packs of cigarettes rather than packs of 20 or more cigarettes,” he said. Yusuf Khan elaborated that youth and the poor are two segments that need to be protected most from falling into the habit of smoking.

Pakistan, with an estimated population of around 17.3 million in 2008, is the sixth most populous country in the world and most populous country of the WHO Eastern Mediterranean Region. Over 50% of the total population is under 20 years old; 42% is under 15 years of age. Males constitute 51% of the population. Although its urban population is steadily increasing, Pakistan remains a largely a rural country, with only 36% of the total population living in urban settings. The SRO further stipulates that cigarette packs imported for consumption in Pakistan will not be cleared from the port of entry unless they are in a packet of at least 20 cigarettes. A period of one year has been granted to cigarette manufacturers and importers to adjust their manufacturing and business systems according to the new requirements of the Ministry of Health.

In addition, local manufacturers and importers will have to ensure that each cigarette pack, whether manufactured in Pakistan or imported for consumption in Pakistan, should have legibly printed on the side panel, in Urdu: “Sale to Persons under 18 Years of Age is Prohibited: Ministry of Health, Government of Pakistan.” SRO-863 also prohibits the sale of sweets, snacks or toys in the form of cigarettes that may appeal to any person under the age of 18.

According to the second part of the SRO, which that deals with responsibilities of retailers or sellers, it shall be the duty of every seller of cigarettes to ensure, within his premises, that neither a person under the age of 18 years is permitted to sell or offer for sale cigarettes, nor should the same be sold to customers who under 18 years of age. Every seller will clearly and prominently display an A-4 size warning prescribed by the Ministry of Health saying, “Sale of cigarettes to persons under the age of 18 years is prohibited by law.” In case of doubt about the age of the customer, it shall be the duty of the seller of cigarettes to ask the customer to provide evidence, which may be in the form of the national identity card, to prove that he or she has reached the age of 18 years.

“The Ministry of Health recognises that tobacco companies want to aggressively market and recruit the youth of Pakistan as ‘replacement smokers’ and future customers, as 100,000 of their older customers die of tobacco-related illnesses every year in Pakistan. We intend to reverse this trend,” the spokesman said.

New Global Company: Swedish Match and Scandinavian Tobacco Group..

October 5, 2010 - On Monday, October 4th, Swedish Match (SM) and Scandinavian Tobacco Group (STG) announce the creation of a global company with leading market positions in cigars, pipe tobacco and fine cut tobacco.

Background: In Swedish Match 2009 Annual Report under Reshaping Swedish Match: Swedish Match International makes up the fourth division, with production and supply chain responsibility for cigars, as well as sales responsibility for cigars in Europe and the US premium cigar market, and overall responsibility for managing the lights and pipe tobacco businesses. As outlined in greater detail further below, if the proposed creation of a new company with Scandinavian Tobacco Group (STG) is achieved, much of what is now Swedish Match International will become part of this new company.

On January 15, 2010, Swedish Match AB announced that it had signed a letter of intent with Scandinavian Tobacco Group (STG) which would, if an agreement is reached, combine the cigar and pipe tobacco businesses of Swedish Match (with the exception of the US machine made cigar business) with the cigar, pipe tobacco, and fine cut tobacco businesses of STG.

All necessary approvals have been obtained and the transaction was finalized on October 1st. The new company will operate under the name Scandinavian Tobacco Group, and will be headquartered in Copenhagen, Denmark. Swedish Match has contributed its cigar businesses (with the exception of US mass market cigars and its minority interest in Arnold André) as well as its pipe tobacco and accessories businesses. STG has contributed all of its tobacco businesses (cigars, pipe tobacco and fine cut tobacco. Skandinavisk Holding A/S holds 51 percent of the new STG, and Swedish Match the remaining 49 percent.

The joint venture to create the world’s second-largest cigar maker makes the Scandinavian snuff maker an easier takeover target, according to Rolf Karp, an analyst at Ohman Equities. Swedish Match will be able to focus on the smokeless business now,” Karp said. “It does make it a bit easier to take over, because you could just sell off the remaining stake in cigars.”

Tobacco companies have expanded into smokeless products as cigarette consumption falls in North America and western Europe. Philip Morris International Inc. formed a joint venture with Swedish Match last year to sell snuff worldwide, while Imperial Tobacco Group Plc bought the Skruf brand in 2005 and said this month it’s now Sweden’s second-largest snuff seller by value. U.S. Supreme Court - rejects appeal from Indian merchant who wanted an Idaho Supreme Court ruling overturned..



October 5, 2010 - Yesterday, October 4th the U.S. Supreme Court rejected an appeal from Seneca Nation cigarette merchant Scott B. Maybee, who asked the justices to overturn a lower-court ruling that he must obey Idaho laws regulating tobacco sales.

Without comment, the justices let stand an Idaho Supreme Court ruling that said Maybee must register with the state and pay a fee, just like all other tobacco merchants. The state adopted the laws after a national legal settlement between the states and tobacco companies was implemented in 1998.

In the original lawsuit, the state claimed Maybee, a Native American from New York, was violating state laws requiring cigarette peddlers to register with the state and pay a fee to the state. The laws were passed in the wake of the national tobacco settlement in 1998.

Maybee claimed Idaho laws don't apply because he's protected by federal interstate and Indian commerce laws. The justices disagreed and awarded attorney fees and costs to the state.

North Carolina - smokers be careful where you flick your cigarette..


October 5, 2010 - Raleigh Police have arrested a suspect in connection with a beating that left one person in critical condition.

Witnesses say 23-year-old Evan Benjamin Lawrence was smoking a cigarette outside of the bar when he flicked the cigarette, which reportedly "hit somebody on the leg."
Lawrence's father, Ben, says that is when his son apologized but the suspect "went crazy wrestling with him."

During the fight Lawrence received what doctors would later classify as massive, life-threatening head trauma. But at the time, he walked away from the bar to his apartment about a block away. "His friends checked on him and stayed with him all night and kept him awake," Ben Lawrence explained. "He wouldn't go to the hospital."

Ben said Evan's friends finally drove him to Rex Hospital in Raleigh. "They got him there some 18 hours after the incident," Ben said. Evan is still listed in critical condition at Rex Hospital.

Canada - tobacco companies accused of skirting the law that bans the sale and distribution of flavored cigarillos..

October 4, 2010 - Tobacco companies are being accused of skirting highly publicized federal legislation -- announced by Prime Minister Stephen Harper -- designed to keep kids from getting hooked on flavoured cigarettes. Importers of those little cigarillos that come in flavours like vanilla, strawberry and peach have changed the size and characteristics on their product in order to get them in the country.

One anti-smoking advocate describes it as a direct reaction to the law and an attempt to circumvent it. "It's a game of cat and mouse," according to Rob Cunningham, senior policy analyst at the Canadian Cancer Society Society. He's concerned about the impact of the continued sale of the cigarillos which are sold under brand names like Honey T, Prime Time, and Bullseye. Bullseye cigars are cigars meant not really for the cigar aficionado but more for beginners or teenagers looking to get a little more flavor out of the cigar.

Ontario Health Promotion Minister Margarett Best warned that some tobacco companies seem to be intent on manoeuvring around our health protection laws. The ban that took effect on July 1, 2010 prohibits the sale and distribution of flavoured cigarillos, with the exception of menthol flavour. The amendment actually became law in the fall but included a transition period for retailers and manufacturers to adjust. The nine-month transition period was too long and allowed manufacturers to find loopholes in the law. Since the regulation applies only to items Health Canada believed were being geared toward youngsters, irresponsible manufacturers started making flavoured, larger cigars and they have replaced the smaller cigarillos on some tobacco shelves. During the 2008 federal election campaign, Harper promised to take action against tobacco marketing practices that targeted young people. That led to a federal law which received support from all political parties and which came into force at the retail level last July 5, 2010.

The law defines little cigars as any product that weighs 1.4 grams or less and uses a cigarette filter. So the cigars are now slightly heavier and the filters are gone. Extra tobacco now fills in the spot where the filters used to be. Casa Cubana, a Montreal-based company that imports various brands, maintains its products remain legal because they do not qualify as "little cigars" under the new federal definition. The product is now available only in boxes of 10 and 20. In the past, the little cigars were also sold individually -- in coloured plastic cylinders at convenience stores right next to the cash register.

Cunningham, says flavoured cigarillos didn't exist as a product in Canada 10 years ago, but that sales have skyrocketed. "For us it's absolutely unacceptable that you can flavour a tobacco product with fruit, ice cream and candy flavours to make it taste better and easier to smoke," he said. Cunningham also complains that unlike cigarette packs that carry health warnings on both sides, the little cigar packages have warnings only on the back.

But Luc Martial, who handles government affairs for Casa Cubana, says there's no research that proves flavoured cigars attract kids to smoking. If that were true, he says, the federal government could have simply banned flavoured tobacco. "There is absolutely no proof -- in government or out -- that suggests kids start or continue smoking because of flavours," Martial said.

U.S. Food and Drug Administration (FDA) Fact Sheet: Flavored tobacco products have become increasing common in the United States. These products containing flavors like vanilla, orange, chocolate, cherry and coffee, are especially attractive to youth. They are considered to be starter products, establishing smoking habits that can lead to a life time of addiction. Martial also points to 2008 statistics from the Canadian Tobacco Use Monitoring Survey, which is co-sponsored by Health Canada and Statistics Canada. "Clearly it shows that in terms of all tobacco products, the one tobacco product that kids are consuming the least of are flavoured little cigars," Martial said. He says statistics reveal that at its peak in 2009, the flavoured tobacco market in Canada represented less than half of one per cent of tobacco consumed in the country.

Martial says it's "nonsensical" for people to be sounding the alarm and it's "ridiculous" to suggest the product targets kids. Martial admits that young people are still getting their hands on the cigarillos -- though they represent only a tiny share of customers. "These same kids are getting far greater access to non-flavoured tobacco, alcohol, marijuana and non-prescription drugs," Martial added.

October 4, 2010 - Police now have the power to ticket people who are caught smoking in vehicles with children inside. The new law means drivers, as well as passengers, have to butt out if anyone in the vehicle is under 16.

Background: Tough smoking laws came into effect on Friday, October 1, 2010 including a ban on smoking in cars with child passengers. The new rule aims to protect children under 16 from second-hand smoke in vehicles and is part of the the Tobacco Control Amendment Act. The exact monetary fine for an offence is still being finalized by the provincial government. But in the meantime, police still have the ability to lay a charge using a "long form summons" and the court would determine the penalty, said Regina Police Service spokesperson Elizabeth Popowich. When the objective is to change behaviour, police officers may use their discretion in the early stages and issue warnings, she said. But Popowich suggested a driver's best bet for avoiding a ticket is to start abiding by the new law right away.

The Ministry of Health said when finalized, the fines for smoking in cars when a child is present will be in line with those for existing offences under the Tobacco Control Act, which range from $150 (146.70 USD) to $500 (489.04 USD).

The tobacco for this year’s limited edition called Kardus 2010 Ostindiefararen ('East Indiaman' or 'East India Voyager') has been picked in Java and flavored with the finest arrack. Arrack has its origins in Asian trade routes; so this year’s Kardus provides something of a history lesson. ‘The “East Indiaman” theme reflects the origin of both the tobacco and the flavour,’ said the company note.

Lars Öberg, the product developer behind the recipe, said that because the tobacco for Kardus was cut, it produced a surface that enhanced the flavors and elements in a way that simple snus, which was normally ground, could rarely achieve. The only additives were salt and – this year – arrack, he added.

The Kardus manufacturing process takes place in eight stages: cultivation, curing, gradation, refinement, selection, cutting, preparation and storing.

Kardus is sold in an oak box and a piece of china inside each box is a legacy from the final voyage of the East Indiaman, the Götheborg, in 1745, which was salvaged from the wreck in 1905. The china has been made available through a collaboration with the East India Company.

Russia - strong plans to reduce the burden of tobacco use - will it come true??





October 4, 2010 - Prime Minister Vladimir Putin has approved a national anti-tobacco program for 2010-2015 as part of the government's strong push to dramatically bring down the number of cigarette smokers in Russia. The recommendations of the World Health Organization's Framework Convention on Tobacco Control, which Russia ratified in April, are now fully reflected in this country's anti-tobacco laws.

The concept provides for a complete ban on the tar-content classification of cigarettes, as experts say that all talk about some cigarettes being less harmful than others is simply a means of hoodwinking consumers. There will also be a ban on advertising, sponsoring and stimulation of tobacco sales.

Cigarette smoking itself may soon become a luxury here now that the government is considering the cigarette sales tax to bring it up to par with European standards.

All this reflects the aggressive anti-smoking campaign now on elsewhere in the world. There is a total ban on smoking in public places now in effect in Ireland, Norway, Sweden, Malta, the UK, Lithuania, Slovenia, Greece and Cyprus. Japan recently imposed a record 40 percent tax hike on cigarettes in a bid to curb the nation's smoking rate - the highest among major industrialized nations.

Philip Morris USA - Marlboro SNUS being made at York County, VA plant..














October 3, 2010 - In a former Philip Morris cigarette-equipment repair plant, the nation’s top tobacco company is now making something called Marlboro snus, one of the newer entries in a growing array of alternative tobacco products.

The York County (Virginia) factory itself isn’t a typical tobacco plant, either. “It is something that is new and unique and different from anything else that we have,” Ed Tucker Jr., director of smokeless tobacco manufacturing at the York plant, said yesterday during a tour of the plant. The plant operates more like a food-processing facility than a tobacco factory. Employees wear hair nets, plastic aprons and gloves. “Clean-room” rules are enforced in areas where the snus is blended, flavored and packaged. Hand sanitizer dispensers are strategically placed around the plant.

“We use pretty extreme sanitation measures to make sure everything is clean,” he said, adding that the equipment is swabbed regularly to check for microbial growth.

It could be a sign of things to come under the Food and Drug Administration’s new regulatory authority over the tobacco industry. The FDA is still developing guidelines for safe manufacturing processes for tobacco products, but the agency could require similar sanitation measures in other tobacco plants. Tucker said the company adopted the sanitation measures because it was necessary to ensure the integrity of the product.

Originally opened in 1978 as a repair plant, the York factory was later converted to manufacture the Accord, an electronic cigarette that Philip Morris test-marketed unsuccessfully in the 1990s. The company closed the plant in 2004.

The company made a $100 million investment in 2007 to convert the plant to snus production. It added 33,000 square feet to what is now a 139,000-square-foot building. It put in new equipment and added a cold-storage room where tobacco leaf is kept chilled at 40 degrees to prevent it from degrading.

In July 2010, the plant’s ownership was transferred from Philip Morris to sister company U.S. Smokeless Tobacco, which is producing snus for Philip Morris.

The moist smokeless tobacco category has been growing about 7 percent a year in the United States, as cigarette sales have declined at about 3 percent to 4 percent a year.

After test-marketing Marlboro snus in several states, Philip Morris went national with the product earlier this year, selling it mainly in packages containing six snus pouches for a retail price typically about half the cost of a pack of 20 cigarettes. The company is selling snus in four flavors: spearmint, peppermint, rich and amber (formerly mild).

“They are hoping it is going to offer them some new growth in the smokeless area,” said Steve Marascia, a senior research analyst at Capitol Securities Management in Henrico. The company has not disclosed sales figures for Marlboro snus, and spokesmen would say only that the overall snus category has grown from virtually nothing to about 3 percent of the total U.S. moist smokeless market in about three years.

Besides being sold in pouches, snus tobacco is different from conventional moist snuff in other ways. Unlike moist snuff, snus is not fermented. Instead, the tobacco is “cooked” or “heated to a high temperature degree,” as Tucker and Altria spokesman David Sutton described it. They would not say whether that means it is pasteurized, a process of heating foods such as milk to slow microbial growth. Tucker said the heating process helps reduce the harshness of the tobacco.

It is interesting to note that tobacco analysts felt the Marlboro name could not miss in the smokeless category. American Academy of Pediatrics (AAP) - Policy statement - Children, Adolescents, Substance Abuse, and the Media..


October 3, 2010 - The causes of adolescent substance use are multifactorial, but the media can play a key role. Tobacco and alcohol represent the 2 most significant drug threats to adolescents. More than $25 billion per year is spent on advertising for tobacco, alcohol, and prescription drugs, and such advertising has been shown to be effective.

Digital media are increasingly being used to advertise drugs. In addition, exposure to PG-13– and R-rated movies at an early age may be a major factor in the onset of adolescent tobacco and alcohol use.

The American Academy of Pediatrics recommends a ban on all tobacco advertising in all media, limitations on alcohol advertising, avoiding exposure of young children to substance-related (tobacco, alcohol, prescription drugs, illegal drugs) content on television and in PG-13– and R-rated movies, incorporating the topic of advertising and media into all substance abuse–prevention programs, and implementing media education programs in the classroom.

The AAP is targeting advertising because it works. Advertising may be responsible for as much as 30 percent of alcohol and tobacco use, the authors say. When Camel cigarettes started an ad campaign using a cartoon camel as its mascot, its market share went from 0.5 percent of teen smokers to 32 percent. And, exposure to tobacco marketing more than doubles the risk of a teenager starting to smoke, the paper states.

October 3, 2010 - The United States (U.S.) Treasury Department's Alcohol and Tobacco Tax and Trade Bureau (TTB) have ruled that the proprietor of a retail establishment who is in the business of making cigarettes for others, or who facilitates the making of cigarettes by or for others by providing the use of a commercial cigarette-making machine at its premises is engaged in the business of a tobacco products manufacturer and must qualify for and obtain a permit from TTB to engage in such business.

The proprietor must also obtain a bond and comply with the applicable regulatory record keeping, reporting, and inventory requirements. As a manufacturer of tobacco products, the proprietor is liable for the payment of tax on the cigarettes produced. Once qualified as a manufacturer of tobacco products, a proprietor may, under the Internal Revenue Code of 1986 (IRC), obtain roll-your-own tobacco and cigarette papers or tubes without payment of tax for use in the manufacture of cigarettes.

Background: Many tobacco retailers in the U.S. are taking advantage of a federal tax loophole to offer deep discounts on roll-your-own cigarettes. Here's where the tax loophole comes into play: At retailers, The Wall Street Journal found, store employees or customers insert into the machines tobacco labeled "pipe tobacco." This substantially reduces the stores' and smokers' costs because the federal excise tax on pipe tobacco is $2.83 a pound—compared with $24.78 a pound (raising the excise tax by more than 2,000%) for the rolling tobacco traditionally used to make hand-rolled cigarettes. TTB has found that retailers selling cigarettes produced by these machines at prices ranging from $16.02 to $25.50 per carton.

Japan - with tax increase in place, fewer smokers buying cigarettes so far..


October 2, 2010 - As of Friday, October 1, 2010 an increase in the tobacco tax pushed cigarette prices up by a record-high 60 yen (0.72 USD) to 140 yen (1.68 USD) per 20-cigarette pack, as tobacco shops worried about a drop in business and many smokers vowed to kick the habit.

The smoking rate in Japan in 2008 was 36.8 percent for men and 9.1 percent for women. To help bring these numbers down, the health ministry has proposed another tobacco tax increase as part of tax system reform for fiscal 2011, stating that tobacco prices in this country are still low compared to other advanced nations.

According to a survey conducted on 316 smokers by pharmaceutical company Johnson & Johnson K.K. before the hike, about 60 percent said they would quit. Of these, 58 percent cited financial reasons.

The price of Mild Seven, the most popular brand sold by Japan Tobacco Inc., rose from 300 yen (3.60 USD) to 410 yen (4.93 USD) per pack. A pack of Marlboro from Philip Morris Japan K.K. went from 320 yen (3.85 USD) to 440 yen (5.29 USD).

After closing Thursday, September 30th the Amaya Shoten tobacco shop in a business district in Chuo Ward, Tokyo, put new price tags on about 100 brands of cigarettes on its shelves. Only four customers came to the shop Friday, October 1st between 7 a.m. and 10 a.m., although it usually sees more than 20 salaried workers during that time. Sales from September 20 to 30 were 4.5 times more than in the same period last year.

"It's inevitable that we'll have few customers for a while, but I'm worried whether they'll come back," said shop operator Toshiyuki Amaya, 55.

Tobacco sales skyrocketed nationwide before the tax hike. On Thursday, Seven-Eleven Japan Co. sold about eight times more than on the same day last year, a company spokesman said. (Japan - smokers stocking up on cigarettes before October 1st tax hike..)
